Best of you submit representations stating the circumstances you described in your narrative, and ask that the discount option be re-offered to you.

If they refuse payment at the discounte rate, then the above can be looked at. The plain fact is that you should not have to "realise" there is a congestion charge; there should be signs at all entry points. So this can be looked at so a possible appeal case can be created for submission at the Traffic Penalty Tribunal. No point in just coughing-up the full amount; make them do some work for their money !

I was just concerned that I had missed the official 14 day window and thought i'd just get shot back straight away with a "go pay".

The experts need to see the paperwork as there are often mistakes in the 'small print'.

I have done under a new thread for ease.. using the topic title as requested. What you guys do is amazing and much appreciated. Just didn't want him needlessly reading my waffle and investigating something that might just be "pay the full whack"

PCN issue date 7 Jan
Went on holiday 10 jan at 4.30am and no post before then
Arrived back evening of 24 jan and opened pile of post. nothing there.
This morning 27 jan found a second pile (thanks daughter) on sideboard and opened to find the PCN.
Tried to pay reduced rate but it won't let me.

My point is that our post is very infrequent : sometimes only twice a week - we frequently gets official letters posted over a week before we receive, sometimes 2.

How do I pay the reduced amount? Can I appeal and then get the reduced amount? Bottom of page 4 in the PCN under "Service" says that we have to prove that it didn't come before a certain date. That's impossible if you've been away and have no idea of delivery date rather just a history of very delayed mail receipt.

Thanks for your reply.

I am not trying to appeal the PCN as there is no appeal: I simply didn't pay the congestion charge and forgot to.

I was more asking about the 14 day window for reduced payment and when it kicks in.

If date was 7 jan but not received until 12 or 13th Jan then the 14 day window expires today. I was away when the letter was delivered so can't be sure but as I said we only get 2 deliveries a week. We arrived back from holiday on 24th and I'm going through mail for the first time today, when I posted on here straight away. Oxford COunty COuncil allows 2 days for delivery ... we frequently get government and official letters up to a week (sometimes more) past the posting date.

The payment website won't let me pay £35 reduced amount as they consider that it's outside 14 days.

What can I do? I don't want to pay full amount

Hi

I have received a PCN for non-payment of Oxford congestion charge dated 7th January. We were away on holiday from 10-24th January and I'm going through a pile of mail and have just found it. It must have arrived the day that we left or shortly thereafter, maybe 12/13th January or later as our post often only comes a couple of times a week so I have no clue when it will have arrived.

Don't know what to do. Can I pay the reduced 14day amount?
