The next stage is an NTO and they are close to timing out on the 6 month deadline so you could do nothing and see if they issue it time.
If they do we can look at the details plus you have the point about delay although there is no deadline apart from the 6 months to serve an NTO.
Ah yes, NtO stage, which I seem to have forgotten about ! At the NtO stage they have to respond to reps within 56 days.

What an arrogant letter ! They explain their troubles with a "cyber attack" then have the brass neck to say they will refund your parking fee when the penalty is paid ! So refund you a couple of quid whilst collecting £80 !!
If it were me I'd be registering an appeal now with London Tribunals on the unconscionable delay in dealing with your representations. However, it's your money, of course, and I always respect an OP's decision.

Assuming the PCN was served under the Traffic Management Act 2004, there is no time limit for responding to an informal challenge. There is, however, a limit on serving a Notice to Owner, (the next stage), of 6 months from date of alleged contravention. Do you own the car, and if so, is the address on your V5C Registration Certificate up-to-date ?

Frankly, bang to rights on this one, so I'm not sure I can argue my way out of it.
But I have a question re timescales, and how long the RBKC had to respond.
Date of PCN 13/08/2025
Date of informal appeal 22/08/2025
Date of refusal to appeal 18/01/2026
Deadline for reduced payment 01/02/2026
Are they really allowed to take that long to get back to me? Seems crazy. Is there some sort of procedural hole I can pick?
