SO really you are no further forward in creating a robust appeal case, as so far I see only mitigation, and that is the sole power of the council, adjudicators are barred by law from considering it.

Our landlady has been harassing us since we have moved in, in November 2025. The harassment is gone to such a level that my partner had to visit the citizen advise bureau as she is threating us with illegal eviction. The CAB happens to be in the same building as Havering council.

Havering will not reoffer the discount if you submit representations and they reject them, so to be honest, the discount looks your best option. Unless you can tell us more about your brain fog. It it a medical issue or just not remembering ?
