This is bizarre. At face value, the 2 notices provide evidence against each other - the same vehicle cannot have been parked in contravention at 2 different car parks at the same time.

I'd be tempted to draft up 2 appeals (1 for each PCN), as the keeper, referring to the other.

Dear Sirs

I have received your parking notice _______ for vehicle registration mark ____ ___, in which you alleged that the driver has incurred a parking charge. I dispute this charge as the registered keeper - there is no obligation for me to identify the driver and I will not be doing so.

It is clear that there is an issue with your ANPR systems and/or quality control processes that means the charge cannot be upheld, and that you cannot prove the alleged contravention. Your PCN and ANPR images claim that the vehicle entered the car park at 20:22 on 22nd December 2025. The other parking charge you have issued (PCN reference ________) claims that the same vehicle entered a different car park at exactly the same time.

PCN ________

  • Alleged location: Copperhouse Green, Zone 1, Lowfield St
  • Alleged entry time: 20:22 - 22/12/25
  • Alleged departure time: 20:42 - 22/12/25

PCN ______

  • Alleged location: Copperhouse Green, Zone 3, Dartford
  • Alleged entry time: 20:22 - 22/12/25
  • Alleged departure time: 20:43 - 22/12/25

It is clearly impossible for the vehicle to have been simultaneously parked in 2 different locations at exactly the same time, and this discrepancy demonstrates an obvious issue with the enforcement mechanisms deployed at the site. Accordingly, you have no reliable evidence to demonstrate that the vehicle was parked at the alleged location at the alleged time, and you should cancel the charge, and conduct an investigation into the issues that led to this charge being incorrectly issued.

There's an example of the sort of wording you could use. As you've got 2 PCNs, you'll need to submit 2 appeals, but you can use the same wording, substituting the relevant PCN number etc. as needed. Depending on their response, I'd also be minded to escalate complaints about their accessing your data, when a manual check would have confirmed a clear issue.[/i]

Hoping this community can help me.

Have received 2 separate Parking Charge Notices which appear to be for the same venue (the postcodes match but there are 2 different road names and the timings are not an exact match)

Upon entering the residential area, the driver attempted parking in one area but then decided to park in another area thinking it was a little closer to the residential address they were visiting to collect a second hand item from a resident not known to them as agreed through gumtree.

It was around 8pm with no obvious signage upon entering the area. Once inside the area it was all very poorly lit.

Please see attachments of PCN's with personal details redacted. Also note that the pictures used as evidence by CPM are extremely poor quality and reflect the poor lighting within the area. The pictures do not prove any contravention in my opinion as they barely show that they even contain a car, but not sure if this is of any relevance to the case.

I am yet to formalise any response but will have to send something in the next couple of days as approaching 28 day deadline.

I am the registered keeper of the vehicle.
