I am appealing this parking charge as the keeper of vehicle *reg*.

The Notice to Keeper is non-compliant with the requirements of the Protection of Freedoms Act 2012 Schedule 4 Paragraph 9, including, but not limited to, being served outside of the relevant period contrary to paragraph 9 (4). The presumed delivery date would be the 16th January 2026, 51 days after the day following the end of the parking period, exceeding the 14 days permitted for the relevant period stipulated by paragraph 9 (5).

There is no obligation for me to provide you with the identity of the driver, and I will not be doing so.

I await your confirmation that this appeal is upheld, the parking charge is cancelled, and that you will cease processing and destroy any of my personal information held by you.

Does it? Reminders don't generally provide a fresh 14 day discount period.

If that’s the first PCN, it’s out of time to transfer liability from the unknown driver to the registered keeper; as long as the driver isn’t identified there’s a simple appeal on that basis.

Forget about “unfair”. You need to defeat this on a technicality.

Plus you didn’t park anyway.

Hi forum members,

I'm in a bit of a pickle.

As the registered keeper I've received a PCN from NCP for allegedly parking without payment.
However, the driver found the car park was full with no spaces available, and to make matter worse the driver found there were cars that weren’t parked in designated bays blocking the path around so only one car could pass at a time.
As a result, it took the driver just over 15 minutes to exit the car park.

I'll follow-up with a copy of the PCN for reference.

Any advice would be greatly appreciated.
