Civil traffic law concerns owner liability. The owner is presumed to be the keeper as that's what the DVLA holds for a vehicle but can be handed off in certain circumstances to others such as hirers of hire/lease vehicles.

Saw North Norfolk Council are launching a consultation for their car parking.  See

There's some amusing excursions into ownership and nothing but nothing about the Keeper. F'r instance:

"....a season ticket may be transferred to another vehicle under the control or  ownership of the Driver in place of the vehicle.."

".....Penalty Charge Notice to that effect will be attached to the  vehicle in a conspicuous place or handed to the Driver by a Civil Enforcement Officer, or posted to the owner....."

"...... a notice to owner may be served by the Enforcement  Authority on the owner of the vehicle....."

".......be able to proceed against the Owner of the vehicle as if that individual  was the driver...."

I'm caught between asking them how they will determine who the owner is and just letting them run with it.

The word Keeper is not mentioned once.
