That is my understanding, however I do not know if that date (and outcome) puts it out of reach of this PCN or not.

Put simply I do not fully understand my options at this point. I am willing to escalate and hold a council to account but only if that's of value for example

If this PCN was paid now at £80, would I be able to avail any positive outcome from Hippocrates' case, or will that window have closed by then?

One thing possibly of interest is a message on the online portal, which suggests that the PCN will increase to £240 on the 26th Feb.

However the letter says that it will increase to £160 14 days after the letter is served, and then to £240 after 28 days. If we take the letter to have been served on 9th Feb, that means £160 on 23rd Feb, and £240 on 9th Mar, so I'm not sure where the portal's date of 26th Feb comes from?

Thank you for clarifying H, the PCN online still claims to be in discount (£80) until the 23rd Jan, so should I submit a representation before that?

EDIT: just read the complete message above. Will make that representation - I will use "I wish to make representations about this PCN for other reasons" unless advised otherwise!

The online portal for paying or disputing a penalty charge notice (PCN) will be unavailable from 6pm on 16 January to 10pm on 18 January 2026, due to system updates.

Still closed!  However!  Accessed mine.

What does the website say re payment?

OK in now.

"The amount outstanding on the PCN is £80.00, and will increase to £160.00 on Fri, 23 Jan 2026. Please pay £80.00 now." That date seems more than the 5th + 14 days.

"Pay Now" takes me to citypay.

"Representation" takes me to a standard form with the following options:

Quote
The contravention did not occur
I was not the owner of the vehicle at the time the contravention occurred
The vehicle had been taken without the keepers consent (i.e. it was stolen)
We are a hire firm and will provide details of the hirer
The PCN exceeded the amount applicable
The PCN has been paid
I wish to make representations about this PCN for other reasons

Clicking on "Your PCN is at discount stage. PCN process information" takes me to https://hackney.gov.uk/parking-fines

I do not recall passing these signs, although since they start in the middle of a road past a pedestrian crossing that may have been because I wouldn't have expected a change in access at that point.
