I am writing to formally appeal the above-mentioned Parking Charge Notice (PCN) issued to me on 23/06/2023. The PCN was issued while I was unloading and delivering a bed and mattress that my cousin purchased privately online. I regretfully parked a portion of my vehicle on the grass verge and the other part on a double yellow line. I want to emphasize that this was done briefly, spending less than 5 minutes, solely to deliver the items to the first floor of the property.

Upon my return, I was dismayed to find that a Civil Enforcement Officer had already issued the PCN while taking photographs of the vehicle, which was promptly removed. I immediately approached the officer and was advised to appeal the PCN, with the assurance that it would be cancelled.

According to The Civil Enforcement Officers (CEO) handbook, which serves as a standard guideline for issuing Penalty Charge Notices (PCNs) across London, it states that loading and unloading are allowed if it is essential to avoid obstruction and cannot be carried out elsewhere. In my case, my primary intention for parking in such a manner as to ensure that other vehicles could pass freely without causing any disruption. Unfortunately, the PCN was hastily issued without proper observation of the circumstances.

I would like to stress that I have always been a law-abiding citizen who respects parking rules and regulations. At the time the PCN was issued, I was actively engaged in loading and unloading heavy and bulky goods to the specified property. I had no intention of causing any inconvenience or obstruction to others.

Considering the specific circumstances surrounding this incident and the fact that my actions were in line with the CEO handbook's guidelines for loading and unloading, I kindly request that you cancel the penalty charge on this occasion.

I am confident that a fair and just review of this appeal will lead to a satisfactory resolution. I have attached supporting documentation, including proof of purchase for the bed and mattress, as evidence of the legitimate unloading activity that took place.

I know this road quite well. It was more than wide enough for traffic to get past in both directions at once and if it wasn't and the traffic would have to alternate then so be it.

My advice for the future, for you and all readers, is to never park off the carriageway anywhere in Greater London (basically inside the M25) ever again unless there are marked bays or signs which permit it.

Hello everyone, I'm in desperate need of your help! Today, I found myself in a challenging parking situation. While unloading and delivering a bed & mattress that my cousin purchased privately online, I had to park a part of my car on the grass verge and the other part on a double yellow line. I made sure to keep it brief, spending less than 5 minutes just to deliver the items to the first floor.
