The council have 28 days from contravention date to serve a PCN. Sorry, but no escape on this aspect, but if you read the following and update your thread a possible appeal argument may exist, but we need to see the documents to see if there is one.

We had a ticket through issued on 22nd December for driving in a bus lane on 6th December. Is the rule of it not being issued within 14 days a grounds for appealing it? I have heard the rule with parking tickets, I dont know if it's the same?
