As for the NtO, what was the deadline for submitting reps or paying ? (please also post it, redacting only name and address). If only a few days, you could try submitting some reps, as a Charge Certificate would seem not to have yet been served. What does their website say re payment ? How much are they now asking for. The CC adds 50% to the PCN penalty.

Post what you have received. There should be a way of setting back to PCN stage, but exact process will depend on legislation it was issued under.
On the contravention, it looks reasonable - there is a sign on the building each end of a shortish bay, so hard to say it is not adequately signed. There may however, be technical reasons why the PCN is not valid.

I have returned home from university in Swansea to this Notice to Owner letter from Swansea council stating I have not paid an outstanding PCN. I was supposedly parked for longer than I should have been, however there were no road markings to indicate that this was a controlled parking zone. Furthermore the photo shows that there is a PCN stuck to my front windscreen. I had never received this PCN otherwise I would have appealed at the time. Someone must have pulled it off or the wind blew it away. I am stuck as to what to do as I can no longer appeal this as it is at too late a stage. Any help would be appreciated

The street view map shows the road markings for the parking spot completely disappear in the middle therefore I thought it was safe to park there.
