Looks like an error in reading the signs by the CEO.
The double yellow needs no sign (as it is alway at any time) and the single kerb blips work in conjunction with the no loading sign so there was no issue at 11:39 to claim the loading exemption.

Presumably a council/civil penalty rather than a private parking notice.

Hi,
I appealed a PCN received by one of our drivers, but was unsuccessful.
Can someone please explain to me why this appeal has been rejected? Is is because of the 'AT ANY TIME' part of the signage? Our driver was unloading at 11:30am, but the restrictions say it is okay at that time.
The PCN number is FR67150867
VRN is BN73YUW
