Hi all,

I’d appreciate advice on a PCN for contravention code 27 – parked adjacent to a dropped footway.

The council photos show my vehicle adjacent to a lowered kerb and it does appear to be blocking that section. However:

There are no signs, yellow lines or road markings at the location

The dropped kerb is not particularly obvious on site

It’s unclear whether the kerb is fully lowered and whether it meets the statutory definition (pedestrian / vehicle / cycle access)

Before deciding whether to pay at the discounted rate, I’d like advice on:

Whether the dropped kerb is enforceable

Whether there are any viable grounds to challenge

Whether an informal challenge is worth submitting

I cant see the I will upload the PCN, council photos and Google Street View shortly (redacted).
