APCOA do sometimes give up when they know they're not onto a winner, but can also be stubborn. If they do reject the appeal based on my draft, then it should be an easy win at POPLA.

Their notice makes no attempt to comply with Schedule 4 of the Protection of Freedoms Act 2012 (there's a link to it in my signature at the bottom of this post). Something along the lines of the below could be suitable...

Dear Sirs,

I have received your Parking Charge Notice (Ref: ______) for vehicle registration mark _______, in which you allege that the driver has incurred a parking charge. I note from your correspondence that you are not seeking to hold me liable as the registered keeper, under Schedule 4 of the Protection of Freedoms Act 2012. There is no obligation for me to name the driver and I will not be doing so. I am therefore unable to help you further with this matter, and look forward to your confirmation that the charge has been cancelled. If you choose to decline this appeal, you must issue a POPLA code.

If appealing online, be sure not to reveal who was driving, or tick any boxes confirming the same - you're appealing as the registered keeper. Keep an eye on your spam folder for their response.

Sorry, it was 30th October 2023. The date of offence was 17th October 2023. When logged in online says got till the 21st November till the charge goes up to the full amount. Which is more than the 14 days it says on the letter.

Letter states 14 days from date of this letter (30/10/2023) which I would have thought was today. I’ve been away so only today had the letter.

Let's see the notice you've received - both pages, personal info redacted but all dates and times left on.

Sounds like either a machine error, or some sort of input error. Private parking companies being as they are, they're unlikely to accept your 'proof of purchase appeal'. Speaking to the manager at Tesco and seeing if they will intervene is always a good first option.

Hi, new here so apologies if anything wrong.

Just received a parking charge notice from APCOA from using a Tesco car park which I would like to appeal.

It’s free 30 minutes parking but up to 3 hours with a £5 purchase but have to register on machines before and after shopping.

It is my local Tesco and I make sure I validate each time so have no doubt I did on this occasion.

They have me going in at 11:46 and leaving at 12:50. I have proof of purchase in tesco at 12:46 which was over £5 so covers that. And if I just left straight away I would have been out quicker than 4 minutes as was only a one bag shop so no trolley etc.I had a coffee which was why over hour for small shop.

Would this information be sufficient for the appeal or would I need to include anything specific with it.

Hoping someone can help guide me the right way in this. Thanks for reading.
