Once you are able to show us clear copies of the Notices to Keeper (NtK) (front and back), we can give more precise advice. However, based on the timeline you have provided, at least one of the NtKs has definitely not been “given” within the relevant statutory period. The second appears, on the face of it, to fall within the relevant period, but you may be able to rebut the presumption of delivery. You can do this by requiring the operator to prove the date on which the NtK was actually entered into the postal system, rather than merely produced, printed, or queued in a hybrid mail system.

The Interpretation Act is the key legislation here. It provides that a document is only deemed served within the two working day period if it was correctly addressed, properly pre-paid, and actually posted by first-class mail, with some evidence of posting (for example, a Certificate of Posting). If any of these elements is missing or cannot be proved, you can “prove to the contrary” and challenge the deemed date of service.

The notice dated 15/10 is deemed to be delivered 19/10, within 14 days. The other one isn’t.

It's the date on their document, so I assume that's when they printed it or something, but both letters were dropped off by the post at my doorstep on 30/10/2025.

Hi all, I’d appreciate some guidance on a situation with G24.

I received two parking charge notices on the same day: 30/10/2025, even though the alleged event was 08/10/2025 and the notices were dated 15/10 and 24/10. So both arrived well outside the 14-day PoFA keeper-liability window and were already turned to 100£ rather than the original 60£ as it was over 2 weeks.

When I tried to appeal, G24’s appeals page kept giving an error saying it couldn’t find my PCN, even though the payment page recognised it instantly. I contacted them by email and also sent a full appeal by post, but all I received back (by email) were repeated copy-paste replies telling me to “use the appeals page,” which wasn’t working. Then they sent me a threatening “further action” letter as if I had never appealed.

Only last week (about a month after I sent the appeal by post) did I receive a reply that “As a gesture of goodwill, on a without prejudice basis, we will reduce the parking charge amount to £60 if paid within the next 14 days.” (and the online appeal suddenly started working).

To me, that almost reads like an admission that something went wrong on their side, but they still want payment.

Given the late delivery, the broken appeals process, the ignored postal appeal, and now this “gesture of goodwill,” I’m not sure how to proceed. Should I just pay it or can I fight it?
