Does this mean that DCB Legal are paying court fees now and taking cases to court?
No.
Search the forum, it is full of Letters of Claim from DCB Legal and this is a long way before the court fee has to be paid.

If the message is amended to point more specifically at the erring parts of of their correspondence, would that be sufficient?

The post you refer to has been rejected by some courts and judges as being boilerplate and generic and not specific enough.
You are advised to use your own words.
A simpler response to a Letter of Claim is defined at https://www.justice.gov.uk/courts/procedure-rules/civil/rules/pd_pre-action_conduct
(a) the claimant writing to the defendant with concise details of the claim. The letter should include the basis on which the claim is made, a summary of the facts, what the claimant wants from the defendant, and if money, how the amount is calculated;
(b) the defendant responding within a reasonable time – 14 days in a straight forward case and no more than 3 months in a very complex one. The reply should include confirmation as to whether the claim is accepted and, if it is not accepted, the reasons why, together with an explanation as to which facts and parts of the claim are disputed
including why the claimant’s letter does not comply with the directions.

I just wanted to confirm that the email was still valid or if it needed tailoring in any way?

Respond by denying the allegation with your reasons you will be required eventually to mediate and will be required to take part before the process moves on. You can include the reasons for dispute lack signage e.g. you can also ask for time to consult in the case of debt advice.

Apparently a letter arrived today from "QDR Solicitors".
They are asking for payment within 14 days of an outstanding balance of £170.
Failure to pay or contact them, and they will recommend their client to allow them to pass the matter to their "Litigation Department".
I guess we will be simply waiting for something... more 'interesting' then.

There should be a Letter of Claim before a claim form. Said Letter of Claim should be responded to, and might be on its way sooner rather than later, based on the timeline above.

Its been a while, what with Christmas, me being away, them being away, work etc.
Finally caught up with the RK and was handed a pile of stuff.
Since the latter scanned before dated 20/11/2025, there has been:
- Bank Park Parking Management - Final reminder - 04/12/2025 : Basically the same letter total due has been changed from £60 to £100.
- Bank Park Parking Management - Notice of Debt Recovery - 18/12/2025 : Attempts to be scary with CAPITALISED RED text on a mostly dark letter. Amount is now £170.
- Bank Park Parking Management - Final Debt Recovery Notice Before Escalation - 26/12/2025 : Similar to last, still £170.
- ZZPS - Action Required: Outstanding Balance - 05/01/2026 : Due £170.
- ZZPS - Action Required: Outstanding Balance Due £170 - 19/01/2026.
- GCTT Certified Enforcement Agents - Warning Notice Of Transfer To Solicitors - 02/02/2026 : Last chance to pay £170.
- GCTT Certified Enforcement Agents - Notice Of Transfer To Solicitors - 16/02/2026 : Last chance to pay £170.

Hmm! OK, I shall try and find time to look at this. Unfortunately the RK in this case is the same as the last one. English not first language, so will need quite a bit of guidance.

"Easiest"? Not if you can persuade POPLA that it should be cancelled. You should go through the 4 plans...
Plan A: Get the landowner to get their agent to cancel it
Plan B: Appeal to the operator
Plan C: Appeal to the secondary "independent" appeals service (POPLA or IAS)
Plan D: Defend it in court

This will finally be resolved when a county court claim is defended on the basis that the Keeper cannot be liable under PoFA if the driver is not identified and is then either struck out or discontinued.

You can go through the routine of appealing on non-compliance with PoFA 2012, on the absence of a specified “period of parking” for example, although they will reject the appeal, then so will the IAS but at least the latter costs them £23 or so.
