Yes, the failure of the machine, by rights the machine should not let you move forward and pay without a VRM entered.

You didn’t pay Parking Eye, the money the driver paid went to the land owner, and Parking Eye in return gets the right to pursue people who break the rules and keep the money they can extract.
It’s not a “fine” so please understand this. It’s an invoice for payment under the contract the driver entered into by parking.
Did your appeal identify the driver? If not, please post the notice you received per the guidelines posted at the top of this forum plus the text of your appeal.
If you go to POPLA it is unlikely they will uphold your appeal, so it will go to a court claim for which you will get support here to defend. But is it worth £20 to avoid a process which will probably take 9 months?
It’s not fair that you have to pay for a failure of their machine, I agree, but how do you prove on the balance of probabilities that this was the case?

I paid for a parking space at this location in Ambleside - https://maps.app.goo.gl/sXW9pkQVZ2sPfTAK6. Street view doesn't show the pay machine as it wasn't installed at that point.
I was not prompted for my registration address. I just pressed the tick button until the time was enough for what I wanted. I then provided payment using my contactless card. The ANPR camera took a photo of my car 3 minutes after the transaction.
When I received a fine from Parking Eye, I appealed using a screenshot of the contactless payment - showing the amount, time and location of the payment therefore confirming I was there at that time, and paid for parking.
The appeal was rejected, saying that a registration is required. But I do not recall being asked for one, and the machine happily provided me with options to which I confirmed and paid for.
They are now saying pay £20 in 14 days, or appeal to POPLA. If I do appeal the £20 is no longer under offer. I 100% paid for the ticket and am unsure why the payment confirmation within a 5 minute period at the same location as the payment machine is evidence enough?
