The 14 day limit only applies if the parking company wants to transfer liability from the unknown driver to the registered keeper.

The original notice can be deemed to be delivered two working days after it was posted.

Keeper has received a letter from ECP for an overstay Sainsbury's car park on 23/10/2025. The letter is dated 27/11/2025 and received on 02/12/2025. The invoice is for £85 and says the outstanding balance is £85 and that the discounted amount no longer applies. The original notification has not been received! I understand that it should received within 14 days? The driver would have hands-up paid up the discounted amount but was not given the chance to pay or indeed appeal if it was necesssary. This letter has not been responded to so far. There's nothing wrong with the post deliveries in this area. Is this worth appealing? Thank you.
