If the road can 'ONLY' be entranced from the one you used, how do the residents get in?
residents have to register their cars so they are exempt:

I do have medical reports from my GP. So I think i will give it a go and see.
Are there any templates I should be using to perhaps let the council know I have sought advice from experts on this forum?

Outside the school time restriction, OR maybe they have to register their cars. So need to see the TRO.

You passed the usual "Flying motorbike" signs; they are visible in your photo, and seem pretty clear on the approach to them. So I don't think any representations based on inadequate signing are a runner. Having said that, photos of the signs taken as an approaching motorist sees t hem would be useful.
On the face of it, and reading your narrative, you would seem to have only the mitigating grounds you have described. However, that's not the end of the story, because this restriction is based on a traffic regulation order, which may contain something that permits emergency entry at the restricted times. Our adminstrator can probably obtain the TRO to see whether there is any get-out like this in it. However, there is a limited time period in which to submit representations, so it would be best for you to submit representations based on your urgent needs as per your narrative. Council parking department officials do seem to have hearts of stone, however, and have "heard it all before", so you would need to back up your reps with whatever medical evidence you may have,and include copies in with your reps.

Hello everyone,
I got a PCN from ealing council - School zone. It is a newly designated one which I was not aware of.
I wanted to turn left into my sister's street not realising it is now part of the zone.
I am disabled and have a blue badge. I have problems with my bowel which means I need use the bathroom frequently, specially when I take some medications which makes me use the loo every hour. I was in the area near my sister's house and I was rushing to get to her house to use the toilet. Her road is at the end of a cul-de-sac which can only be accessed from the entrance I used. Would I stand a chance with making a representation for Special Consideration?

The signs had recently been put up so it is not shown on google streetview (see screenshot instead).
I turned left into Gloucester Road (my sisters house - see orange arrow).
I have also attached the PCN from Ealing.
I have a blue badge and I have medical reports from my GP regarding my medical problems, medications and bowel issues.
Any help/guidance is greatly appreciated.
