We are pleased to inform you that following a review of the issue of the PCN, together with the circumstances and points raised, the representation has been accepted and we have cancelled the PCN.

Please note that PCNs issued in the same or similar circumstances in the future may not be cancelled.

After entering the pcn number and registration, i was bought to vehicle keeper details page,

I selected from the dropdown, I am not the registered keeper,
Relationship to registered keeper: Hirer
Supporting documents: I didn’t include any

In Representation details:
I selected: The contravention did not occur

Next page:
I included my appeal
I attached the booking cancellation

Next page:
I entered my contact details and submitted.


I received an email (which went to spam folder):

Your representation has been submitted.

A response will be sent to the registered keeper / liable party. The enforcement process is now suspended. We aim to respond to you within 15 days. Please contact us in 21 days if you have not received a response.

Include everything which supports your argument.

If the website accepts only one option then take a screenshot and select either one. Then in your narrative state that you are making reps on two grounds notwithstanding the selected option and the authority is bound to consider everything submitted.

I am conscious that time is dragging on. Get something submitted pl.

Two questions,

Should I include the booking cancellation as an attachment or leave it out as it’s not necessary?

As for the options on the appeal page, should I select:

- I was not the owner/keeper at the time of the Contravention

-  The contravention did not occur


I can only select 1 option

I think that would be a double negative..

I contest that this person was legally permitted seems fine.

OP, don't get too het up with sophistication, they'll reject anyway, I'm sure because at present they're judges in their own cause and, sadly, not particularly qualified/experienced/capable. This is not a level playing field.

As regards the contravention, I am a PHV driver and I had received a booking to pick up a passenger at this location. The booking was made at 08:36am and I had arrived at the location at 08:42am where the passenger should have been waiting for me.

After waiting for a while, the booking had been cancelled and I promptly left the area.

As regards the issue of ownership, I am not the registered keeper and I contest that that this person was legally permitted to seek to transfer liability to me as the 'owner' and this is supported by their failure to effect this in the prescribed manner, including supplying the authority with the documents mandated under the regulations.

If the authority claim that they are permitted to treat me as being the 'owner', then in any rejection they must provide the proof provided to them by the registered keeper. Simply asserting that everything was conducted in accordance with the regulations would be insufficient, particularly as this evidence would have to be produced at adjudication.

Use the exact wording provided by HCAnderson, no need to add anything else. He deals with these all the time. Keep it short and to the point, don't provide any ammo they could use to shoot yourself in the foot.

- The Traffic Order was invalid.

- I was not the owner/keeper at the time of the Contravention

- The Vehicle has been taken without my consent

- The Penalty has been paid in full, or has been paid at the reduced amount within the specified period

- The Penalty Charge exceeds the applicable amount.

- We are a Hire Firm and have supplied the name of the hirer.

- There has been a procedural impropriety on the part of the Enforcement Authority

A letter would have a date, but none is visible in your link.

Anyway, all you can do is submit reps ASP.

(a) the alleged contravention did not occur.

(b)the recipient—

(i)never was the owner of the vehicle in question,

PCN issued 15 Oct, therefore unless TfL extended your 28-day period for appealing then you're too late to submit anything.

When did you receive the DVD and in response to the date of which request? Was the DVD accompanied by a letter? Have you anything from them indicating that the enforcement clock has stopped?

I have asked them every time i called to put the PCN on hold and they agreed.

I first called on 20/10/2025

Have you proof of the booking and its cancellation ? If one submits reps on the basis you are a PHV waiting for a customer,  it is essential to provide some collateral to support your representations

I am a Private hire driver. The vehicle is under hire to me (less than 6 months hire agreement).
I had a pre-booking and waiting for a passenger, however the booking ended up being cancelled.

*The letter is from about slightly more than a month ago as I was waiting for the footage from TFL which I requested multiple times. Third times the charm
