The council may accept late representations, so submit something to them now, and see if they respond.
 
As it was a hire vehicle, the hire company get the first PCN, and then can submit reps that they are a hire company and give your name and address. The council then cancel the first PCN and serve a second to the name and address they have been given. 28 days are allowed for service of each PCN, so I am not surprised about the delay in you getting a PCN.

They may be about to serve a Charge Certificate which adds 50% onto the PCN penalty. If the Reading website allows you to look at your PCN record, see what stage it is shown at.

Your case shows the importance of addresses recorded at hire companies.

Hello all,
I rented a van in August and it appears that I drove into a bus lane. The hire company had an old address on file for me (I've been hiring from them for many years) which does not match the address on my drivers license. A friend of mine still lives in the building of my old address, and by chance saw a letter addressed to me and gave it to me this week.

Can I appeal this on the grounds that it was sent to the wrong address? Failing that, can I appeal on the grounds that it was sent out two months after the contravention? A quick Google search seems to indicate that it needs to be sent out within 28 days 'in most cases'. Is this true for a simple bus lane ticket? Does the fact that it was a rental change things?

If I can't appeal on the grounds that it was sent out late, can I ask to pay the £35 reduced rate, citing that it was sent to the wrong address and that I only saw it this week?
