Thank everyone for the contributions, we have won the appeal.

The main point I raised was confusing layout due to one large bay for two resident permits and sign poles closed to each other, no disabled legend on the road, and also encouraged council to use it's discretion and cancel the PCN.

There's no road marking 'DISABLED', neither is there a BB symbol on the sign. Why did she think this was reserved for BB holders other than, as suggested by Incandescent, a memory response?

Looks like your wife was wrong, or perhaps remembered how it used to be but is no longer. A hint on this is given as the bay signage is a bit peculiar, having (GSV view), two identical signs on poles about 15" apart. It looks as if there were once two separate bays, each one with its own restriction, and indeed that is what is shown on the 2018 GSV view: -

then a year later, it's all changed, but instead of removing one pole, they rather oddly placed the same sign on the two poles !  The ways of councils are very strange even bovinely stupid, but I digress.

The bottom line unfortunately is that your wife parked in contravention of the sign, which restricts the bay to BB holders who are also holders of permit E.

Hi all,

I hope all of you are well.

My wife parked the car in a resident disabled parking bay, we do have a valid Blue badge, the disabled bay was rather long (2 cars can easily be parked) because the street is off busy barking road with loads of shops she thought one car spot must be for the resident and other one for blue badge holders.

I believe the bay was for two disabled residents(I could be wrong) as there are two poles with signs, no legend on the bay though. She went to pick up food order from a shop on Barking road and by the time she came back ticket was there.

Can something be done to avoid this ticket?
