Ignore DCBL, but the Letter of Claim will come from DCB Legal.

I got a letter today which indicates ECP handed over my case to DCBL.
Is the advice still to wait for a LoC and ignore all other communication?

A note that if you move house before any claim has been initiated, you should write to ECP to inform them of your new address.

If it is a shared car park with other stores, then you will need to find the lAndowner or their managing agent. It is whoever has contracted ECP, that you need to get to cancel the PCN.

Yes, I do have the receipt. I had the advantage of going digital, so it's an online copy now.
I did write to them today, but their reply is similar like others. They are citing that they are not the landowner.

I am thinking of escalating this within LIDL, just need to find out the next level.
I understand what you said regarding the appeals process. If they are not acknowledging the appeals properly, then I shall wait for LoC. If there is anything to watch out for, or you want me to do, please let me know.

Do you have a receipt from Lidl for that day? If you do, you should first try Plan A and get them to cancel the PCN. Don’t mention that you used their car park also to remain on their property in excess of the terms.
If they don’t cancel, then you will never have to pay a penny to ECP anyway, if you follow the advice. Even though their NtKs are never 100% compliant with PoFa, you would never win that argument unless you had to do so in front of a judge.
It would never reach that stage even though this will end up being a county court claim. As long as the claim is defended using the template defence we provide, it would eventually be discontinued. No doubt about it.
You can go through the futile appeals process if you want, but the eventual outcome will still be as I have outlined above.
Initial appeal, rejection, POPLA appeal, rejection, ignore useless debt recovery letters, Letter of Claim (LoC), N1SDT Claim form, defend, N180DQ, waste of time mediation call, allocation to your local county court, Directions Order and eventual Notice of Discontinuation N279.
The. Whole process will take around 9-12+ months. If you want to go through the useless appeals process first, then a quick search of the forum for any recent ECP PCN will give you the suggested appeal texts.
Or… just skip everything until the LoC or claim defence stage.

I have received a PCN from ECP for overstay in Staines Road Retail Park.

Context - The driver visited Lidl located as part of the car park, but later stepped out to a restaurant which caused the overstay.
I am the registered keeper since 2022. V5C address is up-to-date.
Can you please advice on how to take this forward?
My initial thoughts - Based on what I have read on other ECP PCNs, as long as I do not share the driver details, the RK is not liable. Does this apply in my case?
