To expand a bit on Hippocrates' answer, there's no legally mandated time limit for the council to respond, but if it takes more than three months and they reject your representations, the tribunal adjudicator is likely to rule it as an unreasonable delay if you take it that far and accept your appeal (assuming there aren't sufficient mitigating circumstances for the council behind the delay).

Challenge was made (on-line) 25/11/25. No response to date (17/12/25) other than that below at time of submission.


I can confirm that we have received your challenge, which will be attached onto the case. A response should be issued within the next 14 days. Please be advised that the case is on hold and will not progress until a response has been issued.

"Should" is very vague. Is there a period of time at which it can be considered withdrawn?

Reasons   
The Appellant did not attend the hearing.

The CCTV footage shows the rear of the Appellant’s vehicle only very marginally on the box junction markings . It seems to me that the vehicle could easily have moved forward the mere few centimeters necessary for it for it to clear it entirely had the Appellant decided to do so. On the particular facts I am not satisfied that it is sufficiently proved that the vehicle had to stop within the junction , which is what the Regulations require for a contravention to occur. The Appeal is therefore allowed.

OP, you have plenty of time, so pl post the rest of the PCN.

Hippocrates' reference is to wording which in this case we haven't seen because it appears elsewhere on the PCN. There's no reason to suppose the wording's been changed since we last saw a WF PCN, but none the less we should see all the evidence in this case posted in the thread.

Subject: Representation against PCN FR67118070

Dear London Borough of Waltham Forest,

I am writing to formally challenge the above Penalty Charge Notice issued for the alleged contravention of “Entering and stopping in a box junction when prohibited.”

I entered the box junction with a clear exit ahead, so no contravention occurred.



Therefore, the alleged contravention did not occur and the PCN should be cancelled.

This must be the ultimate money-grubbing PCN ! I've never seen anything quite so trivial as this, and the person who signed this PCN off, is a pedantic idiot of the first order. You really MUST take them all the way on this one if they prove obdurate.

As you say, exit space and in any case looks like one wheel on the edge of the box when actually stopped, so an adjudicator would probably say too trivial to enforce.

I would challenge this.

PCN received. As per video, turning left, I thought I'd cleared the box and stopped. There was space in front to move further if required. Timing indicates a 2 second stop.  Advice please.
