Did you try Plan A and get Iceland to instruct their agent to cancel the PCN?
Plan A... email the CEO, Tarsem Dhaliwal, Tarsem.Dhaliwal@iceland.co.uk and explain the situation. You should get a response from their Resolutions Team saying that the PCN has been successfully cancelled.

Hello all. I will appreciate any input into this case.
The driver had parked at Iceland in Chatham and paid for an hour. On returning, it was almost an hour, so they decided to pay for another hour, in order not to be caught without a ticket, however still went back into the Iceland shop briefly.
A PCN was sent to the keeper from Excel, and an appeal was made with proof of payment of both tickets that was purchased. They refused to engage the keeper, and wrote back that, if the keeper does not provide the driver's details, they were not going to engage the keeper. Not understanding what the issue was, the keeper asked they shouldn’t be contacted again regarding this issue as proof has been provided. Subsequently, they received another letter from dcbl for notice of debt recovery, now totalling £170. Apparently, the issue was, customers are only allowed to pay for an hour.
