So they say it's a CPZ but all parts of a CPZ must have yellow lines or parking places with signs.
As I said we've seen them mess this up in several other cases where they've tried it on with saying a CPZ covers untouched kerbside.
The crucial point is whether the PPA sign is there, and the only way to find out is to revisit, or to carry on and ask them for evidence.

It may not be a CPZ but a PPA (permit parking area) or was but the entry sign must be there if so and Newham isn't great at signage and Maps view is 2022.
In some areas they've taken out PPAs but failed to create proper CPZs.
I used to park there when visiting Excel but they put a stop to that.

Hi all,
I received a Newham Council PCN for “parked in a residents' or shared use parking place without a valid permit” on Ethel Road.
I am looking for guidance on whether I have strong grounds for a formal representation and, if needed, a tribunal appeal.
Key facts:
PCN number: PN24053382
Date: 25 October 2025 at 14:50
Location: Ethel Road, Newham
The area had no bay markings at all – it looks like unrestricted parking.
There was no permit sign visible from where I parked.
The CEO photos do NOT show the sign in the same frame as my vehicle.
The nearest sign shown by the CEO is on the opposite side of the road and not visible from my position, was said to be less than 30 meters from the vehicle according to the CEO.

Council’s rejection (informal challenge):
Newham rejected my challenge and claimed signage was within 30m and that the road is in a CPZ, so no local signs are required for each bay.
I understand this may not be correct if there's a designated bay without markings or visible signage.
