If this were England we'd have a go at the 10 min law but as said it doesn't apply in Scotland.

If they won't reoffer the discount after rejection you may be best paying this; otherwise some kind of polite ask for discretion would be the way to go but it seems you just conked out in the back!

Never said the door was open. I was lying down having a wee rest after a rough night. The back seats are always folded flat.

Should I appeal on the grounds that "Five minutes is generally considered the bottom end of reasonable and fair."?

Pictures were taken by the car after the PCN time showing it served and no sign of you or an open door so it doesn't look like the CEO did anything wrong or unfair.

What should I do then? Appeal? pay withing the 14 days?

England has a ten-minute grace period but it doesn't apply to Scotland. The only rule is that councils are expected to be 'reasonable and fair'. Five minutes is generally considered the bottom end of reasonable and fair.

Should I ignore andnot pay?

Wouldn't recommend it. Scottish councils have powers that English councils don't. You'll end up with Scott & Co at your door and that's not pleasant.

CEOs cannot withdraw PCNs - end of.

More to the point they must surely have seen you rooting about but being in the car is no defence as it's the car that's in contravention but it's unfair to not have words.

I was parked overnight on a bay, for which parking is restricted between 08:00 and 18:30. So I had to move the car by 08:00.

I arrived at my car at 07:58 on 12 Nov 2025, and went to the back seats where I have a flat area (big estate car) and was dealing with some bags and boxes. Tinted windows.

The Parking Attendant placed a PCN at 08:05 while I was inside the car, neither of us noticing each other. When I exited the car from the back and went to the front to drive off, I saw the PCN on the windscreen. I looked out and saw the PA further ahead. I went to talk to him and he said he can't do anything, as once it's been served, he can't cancel it. I call this BS,.... if they make a mistake surely then can backtrack. I also argued that 20m ahead there was a bay in which you can park up to 08:30 and it didn't make sense that the one I was one was up until 08:00 anyway. PA told me he can't do anything and that I should appeal.


Should I appeal? Where is the grace period?? Bay is restricted after 08:00 and I got a ticket at 08:05 while inside the car! Should I ignore andnot pay?
