Video shows a clear contravention, and you were going slowly enough to have seen the 'Flying Motorbike' restriction signs, so not really mush to go on at all. As GSV is not up-to-date, it's up to you to revisit the location to tell us if there are any advance warning signs. If these are not present it makes your case stronger, but the video is pretty clear.
Time is rushing on, so if you want to submit representations based on what you've told us, you need to get a move on., so that when they reject them, they will re-offer the discount.

I think we've seen this location before, but I can't remember how it panned out. The restriction is round a bend with a large tree obstructing the view of the left side sign. I would expect an advance warning sign, but as GSV latest is 2022 the restriction wasn't there then, it was just a width restriction. Are you able to go back to the site and check for an advance sign ? If there isn't one it puts more strength into an appeal to London Tribunals. The council will, of course, reject any reps you submit because they know most people then just cough-up to get the discount.

The sign for the prohibition of motor vehicles had not always been there and I do not recall seeing any signs leading up to the road. On the two roads leading to it you were allowed to have motorised vehicles. But they meet the prohibited road in a way that means by the time you are on the prohibited road you cannot turn back
