I am still at a loss as to how or why I would know the rules about parking on the pavement
Highway Code:
Rule 244
You MUST NOT park partially or wholly on the pavement in London or Scotland. Exceptions are allowed in limited circumstances. You should not park partially or wholly on the pavement elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs.

Seems this applies in Scotland as well.
As the holder of a licence you are presumed to know and not knowing is not a defence, sorry.
I can't see that you have any option other than to make formal reps. Say that you did not receive a reply to your informal representations and therefore still don't know what it is they you did wrong because you live in **** where there aren't any such restrictions in place. You would normally expect signs to be placed to warn motorists, but there weren't any at the location. Also, given that you were constantly loading and unloading from no. *** and had the occupier's permission to park there you would think that this might affect the authority's decision.

Hi, I made the first representation against the original PCN as per the instructions, which state on the back under how to challenge, by going to the website listed as www.brent.gov.uk/managepcn and also emailing parking.reps@brent.gov.uk. but had no reply from either just the reposting of the PCN notice to pay but now with no early repayment option.
As to parking with my car in a postion that may have overhung the neighbour's driveway, this was not the case, it was wholly infront of the clients house with the two near side wheels on the dropped kerb. The neighbour by the way had no issue with my being there and even let us use his driveway to transport items to the back of his neighbours house.
You are correct that the client believes that it was a nosey neighbour that contacted the council to complain and get the enforcement team out.
I am still at a loss as to how or why I would know the rules about parking on the pavement given we have no such rules about this in the norfolk region i live in, am I expected to look these types of rules up for every region I travel to in the UK to find the nuances of the local rules ?

OP, parking on the footway in the Greater London area is a statutory prohibition which therefore does not need to be signed. Whether you knew this or not is not going to avail you should this get to adjudication.

Similarly, IMO the 'unloading' exemption isn't available to you because you weren't, you were working away from an unattended vehicle.
As regards 'I have not received a response from Brent in reply to my representation', I notice that you didn't include your address in your email reps(perhaps you did by other means, I don't know). You've also not posted the rear of the PCN, so it's possible that your reps were disregarded because they were not formatted as required.
NTO posted 27 Oct. therefore the addressee has until 25 Nov. to make reps. You might as well because the discount isn't on offer at present.
Were you parked wholly on the lowered footway, that is the vehicle crossover to the property where you were working, or did part of your vehicle stray into the crossover for next door? You might have more compelling reps if you were wholly on your client's crossover. I cannot tell from the photos, but as you were there you could tell us.

Loading is an exemption if there is no alternative but it should be attended.
There is no observation time on the PCN.
I'm surprised a CEO would patrol there and wonder if a neighbour called them out.
Nothing to lose by making reps and you must do so soon.

Post the PCN with no redactions or just give us the PCN number and vehicle VRM.
Footway parking is banned in London but this looks like it could be petty and also loading is allowed but it needs to be ongoing and attended.

the image below the house with the building work is the house I was parked in front off, with the trailer on the drive and the car parked on the road before the double yellow lines and two wheels ( near side of car) just on the pavement to allow any cars that came to the cul de sac roundabout to get round, if i parked on the road no car would have been able to get passed the gap between a parked car and the lamp post in the middle of the roundabout was about a cars width)

Your link is not working, but this is presumably a Council PCN? so is in the wrong place.

I need some help/advice please. I was issued a PNC by civil enforcement officer B1360 in Chantry Close Harrow, on 26/6/25, I am the registered keeper of the vehicle with possession of the V5C.
I was originally sent the PNC 26/6/25, and a representation was made against that PCN within the 14 days, meaning I was still liable to the 50% discount of the £160 fine. I have not received a response from Brent in reply to my repesentation, only having The appeal representation included pictures of the street in question and the fact that there were no notifications/signs anywhere in the street, stating not to park on the pavement. I explained the reason why I was there was to dismantle a shed from the client's garden and remove by 27/6/25 as a wedding was taking place in the garden. I don't come to London for business or pleasure, but the deal on the shed was too good to pass up. Living in the region of the East of England, where I do, there is no such restriction about parking with one or two wheels on the pavement, so I had no idea that there was such a restriction in London, nor borough of Brent. My car was parked on the pavement directly in front of the client's drive, and this was because parking it on the road in front of the client's house, due to the roundabout in the cul-de-sac would have made it impossible for a car to drive around the roundabout. I also left a note to say I was working in the garden and if anyone needed me to move the car due to it blocking the road, either to pop in the garden ( the back gate was open ) or to call my mobile number.
I found the PNC on the window when I came out to the car for further tools, the enforcement officer could have called and advised that the car needed moving and I would have done so but they did not. I find it hard to understand that for someone who does not live in London and does not travel to the area, normally would know that such a rule exists, if no signs are provided to inform people. I have attached the original representation and pictures of all the road signs in chantry close Harrow, also here is the google maps link the house I was parked outside is the one with the building work, I was not parked on the double yellow lines.
