On the face of it, +1.

This is the only letter i have just the NTO… date of 24/01/2025 when vehicle was owned by me/my company. Date of that notice was 26/02/2025

On the face of it, +1.

To be clear:
A NTO dated 24 Jan. 2025 was addressed and delivered to the registered keeper at the address held by DVLA.

The RK was a limited company.

Reps were not made and a Charge Cert dated 26 Feb. was served subsequently.

As far as you know, an Order for Recovery has not been issued even after 8 months.

Post the whole NTO pl, leave in all dates and vehicle etc. details. We can then see whether an OfR has been issued (the outstanding penalty on the website would have increased by £9).

So who acts for the company ?
As the company as declared owner on the V5C, it has liability. You say the NtO was not actioned, nor, presumably, the Charge Certificate, so frankly, submitting a Witness Statement would not revert the matter as this only allows a few scenarios to be stated.

So it looks like pay-up time.

Sorry to go on, but what do you mean by 'your company'?

What's your relationship e.g. director, owner, employee etc?

vehicle was owned by me/my company. Date of that notice was 26/02/2025.

'Me/my company' are not synonymous. Is the NTO addressed to you by name or to a company by name? Even if your name appears as part of a business title, it's a company, not personal. These are important issues.

Anyway, as the NTO has been found and it appears not actioned then, having read the procedure, on what grounds do you think you could submit a WS?

So the offence occurred after you had sold it?

Contravention is dated 2024, vehicle sold in 2025.

OP, you are in a pickle.

The questions which you've answered relate to the formal enforcement process.

https://www.londontribunals.gov.uk/eat/understanding-enforcement-process/parking-penalty-charge-notice-enforcement-process

You're at the end, Order for Recovery.

Pl read the procedure, specifically Order for Recovery.

A Land Rover:
Date of last V5C (logbook) issued: 17 May 2025

Likely documents went to a previous address if the logbook update was an address change. Did you move well before this date?

They are chasing a charge certificate so the next stage is the order for recovery.

Did you get the PCN or notice to owner and charge certificate.

What is the car VRM.
