Good. Make sure you have your BB on display in the disabled bay and your virtual BB permit up to date if in a resident bay. I'm sure you're on top of this now!

your PCN this is because the Civil Enforcement Officer (CEO) had issued the PCN under the
incorrect contravention code.

The contravention did not occur.
I was parked in a disabled bay, as your pictures show.
The alleged contravention concerns parking in a residents or shared use bay. This plainly did not occur.
As the PCN was issued in error it must be cancelled.

I must advise that it is the motorists responsibility to ensure that they display their Disabled
Blue Badge correctly at all times.
When your informal representation was rejected, our letter advised you how to make an
appeal to the independent adjudicator if you wanted to take the matter further. This can only
happen after the registered keeper of the vehicle receives the Notice to Owner (NtO). At that
stage the charge will be at the full amount of £110.00
You have now written again to the council and I regret that we cannot deal with further
correspondence at this stage. The Traffic Management Act 2004 lays down firm procedures
for processing parking penalties and if you wish to take the matter further you will need to
wait for the NtO which will be sent to you shortly if you are the registered keeper.

I was parked in the signed disabled bay outside my home. As the council requires a virtual BB permit when the hard copy is not displayed in these bays, the PCN appears to have been issued because my virtual permit was inactive.
I do have a valid Blue Badge, but it was not displayed correctly at the time. I now have a valid virtual BB permit, granted during the phone call (https://youtu.be/xuIqFK61XTk
).
I have taken stamfordman’s advice and replied to the council, stating that the PCN was issued for parking in the residence bay, NOT for the Disabled Bay.
Will let you know how they respond.

As for follow-up, it's worth a go. But the stupidity, obstinacy and systemic ignorance of the authority would probably prevail!

We've been through this and I suggested sending a follow up challenge to cut this off soonest.
I've also suggested the OP start putting the BB on display in the bay.

A PCN for '.....permit'.
Their reply shows you parked in a marked and signed Disabled Bay.
That's it, IMO.
Obviously you will deal with your permit in parallel but NEITHER YOU NOR ANY OTHER MOTORIST requires a 'permit' to park in a Disabled Bay, simply a valid BB displayed in the prescribed manner.
As for now, wait for the NTO - you are the registered keeper with current DVLA details, yes?

With Motability you don't get the original log book, just vehicle information that's held by DVLA.

Apologies for an off topic question, is this info a scan from a paper document or from a web site?
I've been trying to find a way to check the taxation class info for vehicles in the past and to date have never found the info available anywhere online so if this is from a web site do you have a link to it please?

That's why I was wondering how they are letting you park in the disabled bay.
I think you need to display your BB - you can't assume that tomorrow they won't ticket and even tow your car to the pound (sorry to be alarmist but this council does this).
Whatever, you won't be paying this PCN.

You got it right first time.
This has NOTHING to do with permits. As the applicable traffic sign confirms, this is simply about a disabled bay.
Were you in contravention? yes.
Of what? Being parked in a disabled bay without displaying a ....in the prescribed manner'.
What is 'the prescribed manner'?
Manner in which a badge is to be displayed
12. For the purposes of section 21(4A) of the 1970 Act a disabled person’s badge is displayed on a vehicle in the prescribed manner if–
(a)the badge is exhibited on the dashboard or facia of the vehicle, or
(b)where the vehicle is not fitted with a dashboard or facia, the badge is exhibited in a conspicuous position on the vehicle,
so that the front of the badge is clearly legible from the outside of the vehicle.

The council is on a loser.
The contravention (the nonsense about permits) did not occur; there is NO provision within the law for virtual BB.

I believe the council is in a tangle over this PCN.
It was issued to my car parked in a disabled bay, for which I have a valid blue badge giving me parking rights.
The alleged contravention is for having an invalid permit or parking session in a resident's or shared use parking place.
My car was not in such a place, as clearly evidenced by your CEO's pictures.
I hope this clears things up and look forward to your cancellation of this wrongly issued PCN.

That’s exactly what I was trying to understand too. In this bay the physical Blue Badge isn’t used at all; the CEO checks the virtual Blue Badge resident permit on their device. If it shows as live, that’s the immunity.
In my case the BB itself was fully valid, but their system misplaced my uploaded documents, possibly onto an old permit. Victoria from parking services found them, confirmed the badge was up to date, and then authorised the renewal while I was on the phone. So the virtual permit should have been showing as valid at the time. The failure was entirely on their end.

What I was wondering is if you are not displaying the physical BB, what is checked to give you immunity in the bay.
It may be the CEO checks for a BB resident permit, which if live is based on a valid BB. But it's the valid BB that is what matters in this bay and they've messed up.

On your RingGo account is there anything about the BB itself and its expiry?
I would wait for the NTO or write back to them pointing out this is a hopeless case for them.
I can't recall what happens with Motability - isn't the logbook in your name and address?

The renewal was for a virtual BB which needs to be renewed annually with RingGo.
I have a normal hard copy BB which expires 16/08/2026.

See what others say but the contravention given is nonsense.
This is a 24/7 bay that can only be used by any blue badge holder. Their rejection says you were in a resident's or shared use bay in a controlled parking zone.
End of.
The resident blue badge permit allows you to park in resident bays in your controlled zone. It cannot have anything to do with the disabled bay for parking rights.
The only thing you need to park there is a valid blue badge which you'd usually put on the dash. Maybe it can be held virtually on Waltham's RingGo system.
I take it you have a valid unexpired blue badge.
Anyway that's my view unless I've missed something.

I do not put BB on dash as it is linked to RingGo.
They call it a virtual BB which is FREE of charge, and allows the use of residence bays, if necessary, without having to displaying BB. DVLA have the car as a mobility vehicle I'm not sure if that is relevant.

Seems to me this is all nonsense. Google Maps is missing that part of Warren Road but Waltham's traffic order map and the sign the CEO took a pic of show it's one of two 24/7 disabled bays.
So the only contravention would be not displaying a valid blue badge.
Do you not put the BB on the dash but it's linked to RingGo?
The idea that this is an expired resident's permit would seem to be silly.
Where is that sign - is it between the disabled bay and a resident's bay?

Their communication was after I attempted to renew as mentioned in the phone audio. I have unblanked the PCN. Initial reminder email and signage.

The rejection is just template.
But you've blanked the PCN details so we can't check things. This is not how we do things here.
What is the signage for this bay. You have a code 19 expired permit PCN - is this just a parking permit zero-rated for BB holders. Is the disabled bay advisory only.
Whatever, you should go on with this as they've failed to address your challenge.

Hi all,
I've received a ticket for parking in the disabled bay outside my home. It’s not a personal bay, but I did have to chase the council for over a year to get it installed.
I got an email from the council on 27 September to renew my Blue Badge virtual permit. I went online to RingGo that same day and renewed it, or so I thought. On 20 October 2025, I found a PCN on my windscreen for parking without a valid permit.
I assumed they’d cancel it once they saw I’d tried to renew in good time, so I didn’t post here before submitting my initial appeal.
Dear Parking Services,
I am writing to appeal against the Penalty Charge Notice issued to my vehicle (registration *** ***) for allegedly parking without a valid permit outside my home on 20/10/2025.
The PCN was issued because my virtual Blue Badge resident permit had not renewed correctly. However, I had acted promptly to renew the permit following your reminder email on 27 September. I logged into my RingGo account, completed the renewal process, and uploaded the required documents, including both sides of my Blue Badge. I left the session believing the renewal had been successfully completed.
When I later discovered the PCN, I contacted Parking Services by telephone. During that call (recorded on your system), your adviser, Victoria, confirmed that my renewal application had in fact been submitted but was suspended because the system had not received my uploaded documents. She also confirmed that those documents were visible on an older application and that she subsequently uploaded them to the renewal and authorised the permit while we were on the call. I received an email confirmation moments later confirming the permit was active and valid.
This demonstrates that I had taken all reasonable steps to renew the permit on time and that any failure in document attachment or system processing occurred on your end rather than mine. The permit is now active and covers the same vehicle and address, showing that I remain eligible for the concession.
In light of these facts, I respectfully request that the PCN be cancelled, as the contravention arose from an administrative error rather than any failure to comply or intention to avoid payment.
