Don't overthink this situation, yours is nothing out of the ordinary.

The CEO saw your vehicle without a driver in the vicinity. This gave them cause to observe the vehicle which they did for 2 minutes after which, with no sign of the driver, they had reason to believe that a parking contravention had occurred, hence the PCN.

You now have the opportunity to tell the authority what the CEO could not observe i.e. that you were parked in the vicinity of a GP surgery at which your ** year-old daughter had a verifiable appointment for a flu jab at 8.50, the same time as the contravention.

Please fill in the ** so we can see how finalise your reps.

Thanks so much for your advice, greatly appreciated. The yellow signs are there, but quite far down the road and as i was in a hurry i didn't look. My fault in the end!

The yellow line has at least two timeplates there on Maps - were you aware of them?

There is an exemption for assisted boarding/alighting but to qualify you would have had to leave her there, return to the car to watch out for CEOs, and go back and pick her up.

Are there any pay bays there?

The opposite side of the road was unrestricted at least on the 2022 Maps view.

Seems to me you only have a polite ask for discretion possibly based on parking hard near GP.

Apologies I mistakenly wrote Ladbroke road in first post. It was Lincoln road.

FY67 PYH--VRM. I would have thought you would need to observe for longer than two minutes to conclude someone was parked rather than unloading. Daughter is an infant so needed to be accompanied.

Why? You were parked on yellow lines. What was it about what you were doing while there which would exempt you from the restriction?

You refer to a daughter. How old is she? Also, that she was having a flu jab, in which case was this by appointment which you could evidence? The problem I see is that having had my flu jab recently, this is not a 'couple of minutes' process which you claim was your time away from the car.

We need more details to see if an exempt activity could be argued successfully.

Thanks for your reply! I can't work out how to post photos on this site... 

I was parked on Lincoln road EN1 on a single yellow. Sign says 8am-midnight, yellow sign. I was taking daughter in to get her flu jab but was only gone a couple of minutes.any help greatly appreciated!

I presume you were on a double yellow line.

Post the PCN - what is the car VRM?

Exemptions are boarding/alighting or loading - what was the purpose of going to the GP premises and what has daughter to do with it?

Hi there,

I'm Enfield Ladbroke road at 8.51am today...

Received a PCN code 01 when I took my daughter in to the GP surgery to get something today. I was away a couple of minutes. The civil enforcement officer observed the vehicle for only two minutes. £80/160 fine for what I would not consider parking. Do I have any grounds to complain given they only observed for two minutes?
