I will challenge this PCN with the council. If refused do I have grounds to challenge it in court?

You have the right to take it to the adjudicators at London Tribunals. This is a judicial venue but not a court.

Title: Westerminster Parking Penalty Charge Notice on Dubious Sign

I parked my car yesterday on Tuesday 9:25pm and got a parking charge notice 5 minutes later by Westerminster Council.

Location: 57-59 Haymarket, London SW1Y 4QX

This section of the road has some building works that divide the long stretch of parking spaces into 2. There are 2 places which had this sign in front of them. See Attached picture.

I was somewhat confused by this - in between the bungled up temporary sign (restricting parking between 9:30 and 17:30) that was half covering the other permanent sign, I assumed I could park here after 17:30. Both the yellow sign and the sign behind it are not 100% clearly visible.

I will challenge this PCN with the council. If refused do I have grounds to challenge it in court?
