I have received a PCN for unpaid congestion charge, which I drove into due to a diversion for roadworks on Tower Bridge Road.
See diagram below - I was driving north on Tower Bridge Road to cross the bridge, the road was shut between Druid Street and Fair Street due to roadworks. Druid Street is one way so my only option was to turn left, then right on to Barnham Street, right on to Tooley Street before rejoining Tower Bridge Road.

I was unaware I had entered the CC zone at the time. I recall seeing some CC signs temporarily covered over that day but can't remember if it was at this location.
I do not have a dash cam so have no evidence of these roadworks.
The detour took a long time due to how many vehicles were taking it, so there must be a lot of other drivers caught out the same way that day.
As you can see from the route, I would have no reason to enter the CC zone if not for the roadworks. I had paid the ULEZ charge already that day, proving I was aware of and willing to pay the necessary charges. I was heading from Stockwell to the M11 and I was deliberately taking Tower Bridge rather than the Rotherhite Tunnel due to being in a van, again showing that I had checked the route and was trying to abide by all restrictions.

Would TFL accept that this was not an intentional attempt to enter the CC zone and avoid paying? Had I realised at the time I certainly would have paid it, the PCN was a nasty surprise in the post. Any help would be greatly appreciated.
