The 10 min regulation applies when you are in a designated parking place but you still have pay if it's a pay bay as otherwise you are just parked without paying. In that bay the 10 mins applies after the expiry of paid time but there is dispute about what happens if part or whole of the 10 mins then crosses over into when the parking place turns into something else (here a waiting restriction).

A quick question in regard to grace periods:
Does this apply in a situation where pay by phone times are between 10am and 12pm...can i arrive at 11:50am and get those 10 minutes free parking?

So, essentially, you chanced your arm and lost. The only grace period is one of 10 minutes when one has overrun the allowed parking time, (paid or free), in a parking bay. You were in contravention of the single yellow line. Not much to go on, frankly.
But wait for others to comment before you take any action (pay or appeal)

Parked for 5 minutes in this bay to run into shop.
Came back to warden taking photos.
this ticket was at 18.09 pm and his photos of van and signage were from 18:09pm to 18:11pm.
he was quick and must been watching on his bike.
Thought there was a grace period for how long you can stop before getting a PCN.
CEO said not in this case.
Signage was No loading Mon-Sat 7-10am and 4-7pm
Pay by phone parking Mon-Sat 10am-4pm (see picture in link)
£80 charge seem a bit steep
Any help much appreciated.
