OP, the PCN was served on 17th.
The discount ends of 30th, this is the end of tomorrow.
At this stage the evidence is all against the driver who'll have to decide what to do pretty sharpish.

If there was no exempt activity I can't see what you have as a challenge, and as I said Havering does not reoffer the discount so making a challenge just to ask them to use discretion for being by the shop is likely to just throw away £55.
Maybe there's something you haven't told us though.

It's a Pay-by-Phone bay with a phone number, or there is a Ringo label to pay using their app. The traffic order may allow loading in these bays.

You need to post the actual PCN document.
From what you have told us, your friend just chanced his arm, and lost. I cannot see any viable appeal argument, although others may do so. Always best to do what it says on the sign regulating the parking bay.

Post the PCN number and VRM so we can check evidence but it sounds like paying the discount is best as Havering doesn't offer the discount after rejection of even an informal challenge.

Yes there were restriction as there were marked bays in which you can park after paying ..But he just parked in that marked bays without paying .

What difference will that make? Was the car parked while loading or unloading goods from the shop? what yellow lines or restrictions are there on that bit of road?

Is there any chance if we can say that it was parked infront of his shop opposite side of street ?

There is 5 minutes observation on the PCN. What grounds does he - or is it you - have for not paying to park?

Hi folks ..This PCN is servedto my friend by the Council person for parking car without paying the charge .He owns the shop and was inside the shop as car was parked outside his shop he saw the officer but it was to late he has taken the pictures and issued him PCN and said you can ask council to cancel this charge .He talked to Council they said he need to submit some application to City Council Hall and then they will decide if they can cancel .Please guide me if we can challenge this PCN.Here is the link to PCN ..Thank you
