I think I've seen the video on the Facebook page. The camera is zoomed in so that when your father stops it doesn't show how far the bus is in front of him or whether it's fully stationary.
It's possible, maybe even likely, an offence was committed but there's no actual evidence on their video.

But perhaps a better way to say it that no stationary vehicles are in evidence, i.e. none can be seen.

I chopped the video for the gif but it goes on longer and shows the bus in a wider shot but you can see the shadow of the bus so I expect that will be enough to refuse an appeal.
Other thought is does the box have a legitimate purpose.

They are either incompetent or crafty, because the video, which is the sole evidence, is not available, even though frames from it are shown. It is impossible to judge from the photos whether an offence occurred, although it would seem your father drove into the box a short distance behind a bus which is always bad idea in London.
If your father can give more information on the incident, it would help, but it's difficult to help without seeing the video. If the matter is taken to London Tribunals, WF would have to produce the video for the adjudicator to view.

My dad entered the yellow box junction and i think he bang to rights. I wanted to double check if there is any appeal possible?
