Hi Stamford man thank you for your helpful post. I haven’t had any contact regarding this PCN mistakenly or otherwise as i mentioned before I genuinely thought this was paid and put to bed. I will speak to the council and see what they will waive and pay the balance. Thankyou again :)

Personally, I would not go down the unlawful declarationi route. If you do, it puts you at risk of a criminal prosecution and is certainly not supported by this forum.

Your household admin does seem to be a bit chaotic, sorry to have to say it, and it would seem you just ignored the PCN. If you did there is no second opportunity to submit reps now the Charge Certificate has been served. You could, of course, contact the council and explain things and ask them to cancel the CC and revert the matter to the PCN. You may strike lucky, you may not.

Did you have any communication with them about this PCN, even mistakenly?

If not I can only see these choices:

Pay

Grovel to Havering and say you thought it was a duplicate or something or another PCN and would they kindly let you settle for £80

Make a (false) declaration that you didn't get the PCN (we do not support this) but maybe you can square it as simply not realising what it was.

Please can someone assist me with this. I unfortunately thought that I paid this fine when it was £80 as I was in the yellow box but the cameras have been newly installed and there is a pedestrian crossing which someone pressed the button and before I knew it, I was stuck in the box and didn't realise it had cameras now. I thought that i had paid the fine and now it is £240 as I got the letter confused with another ongoing fine i am appealing.

Is there any hope of getting this one thrown out?
