Yes find your V5C logbook for the vehicle - all notices are sent to the name and address of the registered keeper.

This is in the wrong place, have messaged mods to move it.

First question is why you haven't received any of the initial docs - this is usually down to your V5C being out of date.  Get it out and check it has the current correct address on it.

There will be nothing to lose by submitting the OOT applications to have them set aside - but those in the know here would need to see the PCNs to determine what the the correct procedure is.

Hi everyone,

I’m hoping someone can advise me on what to do next because this situation keeps happening and it’s becoming very stressful and expensive.

Recently I’ve had three separate instances where I’ve received bailiff letters for unpaid Clean Air Zone (CAZ) charges and bridge tolls, but I’ve never received any of the original PCNs, Charge Certificates, or Order for Recovery notices in the post. The first time it happened, I thought it might be a one-off postal issue. But it has now happened three times, and each time I only find out about the penalty when enforcement agents contact me.

Most recently, I was forced to pay £397 to bailiffs to stop further enforcement. I’ve already paid over £1,000 in total across the three incidents, and I never had the chance to pay the original discounted fines or appeal properly because I didn’t even know they existed until it was too late.


I’ve been advised that for the CAZ fines I can submit TE7 (Out of Time) and TE9 (Witness Statement) forms to the Traffic Enforcement Centre (TEC), explaining that I didn’t receive the original PCNs, but doubtful anything will happen.

Any help is appreciated
