This is not a power vested in a lease company. They either pay or make representations, they cannot do both. In your case, you cannot make reps in your name because the PCN isn't addressed to you.

This is the law.

But whether the lease company or TfL know the law, who knows?

I have a company car which is leased, the leasing company pay the fine to stop it increasing, then allowed me to challenge it.  I challenged it via the TLF PCN portal 6 months ago and it still says under review. I can't  speak to anyone to review this? what can i do?
