The invariably say things like the text you have posted but the full PCN can show this to be a lie.

You are notified under Paragraph 9(2)(b) of schedule 4 of the Protection of Freedoms Act 2012 that the driver of the motor vehicle is requested to pay this notice in full.

I'm guessing this is the part that you wanted to see.
I've done some minimal search about this company and the majority of people are rating it as disgusting. That confirms my suspicions that this company is somehow operating a legal scam service. No matter what you do when you dare to park in one of their car parks you will get a fine. I'm guessing that if you keep the stub you will be safe but how many newbie people do that?

The driver was my wife. I was the one doing the writing and appealing to POPLA. She authorised me in discussing with them right before the appeal was deemed unsuccessful. I presented the stub and the bank statement that the money was paid to the company's account. They didn't accept the appeal anyway.

That’s not the PCN, the Parking Charge Notice, it’s the text of their rejection of your appeal to the notice.

What did you say in your appeal, and in the subsequent POPLA appeal? Did you identify the driver? It may be irrelevant or it may be important.

We have carefully reviewed the case and considered the points
that you raised in conjunction with the facts and evidence available to me. On this occasion, your appeal
has been rejected and we are satisfied that this Parking Charge Notice was issued correctly. Gulls Rock
Inn Car Park is private land and is subject to a parking management scheme put in place by the
operator at the landowner’s request. There are specific terms and conditions in place as part of this
scheme. These terms and conditions are stated on the signs installed at the site, which are displayed in
clear and prominent positions. The terms and conditions of the scheme at this location state that a valid
payment must be made for the length of time the vehicle is parked on site. On 12/08/2025, the vehicle
was parked without this payment being made. This was a breach of these terms and conditions.

Your appeal has been declined as you did not enter the full, correct, vehicle registration – the VRM you
made payment for was "HH". As per the new BPA Code of Practice we are advising you that you now
have a choice - pay a £20 reduced charge in accordance with the BPA’s guidance on Major Keying
Errors - once paid we will close the case. Alternatively, if you do not pay this amount within 14 days from
the date of this communication - the original fee structure will commence with the charge at £60 for 14
days and then the amount will increase to £100 and follow the original timeline. Please note that if the
charge is not paid or appealed - the case will be passed to our Debt Recovery Team.
Ultimately, it is the responsibility of the motorist to ensure that they seek out, read and comply with the
terms and conditions of parking that are in place. By parking on site in breach of these terms and
conditions, it has been agreed that the charge detailed on the signs will be paid. I appreciate that this
may not be the desired outcome, however, you have now reached the end of our internal appeal
process.

This is what they've said in the PCN. The company is Initial Parking.
Important thing to mention is that the machine didn't instruct me to give a registration number but still printed HH on the stub.

Can you post a picture of the PCN redacting only personal details.

Who is the company involved and what was the location?

Hi. I've got a PCN which I appealed to POPLA but the appeal was denied.
I payed for the parking and displayed the stub (which I still have) but didn't pay attention to the fact that the vehicle registration number was not on the stub (the meter only issued something like HH)as I was going to the beach (this happened on 12th of August 2025).
I didn't take extra photos or anything like that as I wasn't expecting any of this.
I am not at fault here as the parking was paid and I would like to go the court as I feel like that parking place is an ongoing legal scam. It's based in Cornwall and for a first timer like myself that didn't know that this might happen it caught me off guard.
Do I have a strong case in court?
