It's the usual Fob-Off letter we see so often that totally ignores anything you have said. However, it is now up to you whether to fight the matter or not. ALthough they say if they serve a Notice to Owner, it will be for the full £160, it is highly likely they will re-offer the discount if you submit a formal representation.
Appeals have been won at London Tribunals on the basis that with no work undertaken the suspension was an abuse of process, so the PCN is void. If you decide to appeal to the adjudicators, this means you'd definitely have to forego the discount if you take them to London Tribunals. If you win, you pay nothing, and if you lose, the full penalty, but no other charges or costs. It all hinges on your attitude to risk. Maybe the words of the Earl of Montrose will help: -

If you want to, yes. They indicate that work was intended, but not actually carried out.

I suggest you start preparing your representations today, and assuming no work is done tomorrow, Friday, submit them. Point out that no work has been done whatever, and the reason stated on the sign was "emergency works", which you consider mendacious as whatever the work to be done was, it was clearly not an emergency. So as the purpose of the suspension did not take place, no offence has been committed. And you therefore request that the PCN be cancelled.

So drove past last night and no works had taken place and the notice on the lamppost has disappeared.
There are still some yellow markings on the floor.

You will only have a case at the end of the suspension period, if no works are undertaken. Sorry, but that's the way it is, I'm afraid.

Suspension for "emergency gas works" yet no work commenced since the suspension started over two days ago. Some emergency !!

Yes, I should have read the notice properly but being a Sunday and no work had commenced i thought it was OK. Oh boy how I was wrong...

There look to be suspension signs ahead and behind your car - did you not check parking signs?
I can't read the small print on the suspension - is it actually a bay suspension? You have a code 21 PCN.
