You can try a polite ask based on what you say and they will probably reoffer the discount on rejection.

But you did have three days to pay.

Hello, I'd like some advice and to find out if it's worth appealing blackwall tunnel charge, frustratingly, I completely forgot to pay it in time but I have nutrient deficiencies at the moment and I suffer with my memory so I'm wondering if it's worth appealing on that basis and what evidence they'll likely need? Also I understand if I appeal and it's declined, I'll need to pay the full charge, is that right? Many thanks!
