They don't have to show the vehicle parked in situ. The invoice is for a breach of contract by the driver. They don't know the drivers identity and you shouldn't reveal it. Whilst you have not shown the back of the Notice to Keeper (NtK), CEL usually comply with PoFA which means they can pursue the Keeper if the drivers identity is not known.

Why did the driver park on this private land (as notified on the entrance sign, as far as I can make out), without complying with the terms and conditions of parking?

The driver drove onto Merryweather Place, which is effectively a dead-end street, with only one way in and out. The camera is therefore pointed towards the entrance/exit of Merryweather Place, where the driver received a PCN for "Failed to obtain a permit in accordance with the notified terms" from 15:56:49 to 16:20:12 12/09/25, staying inside the street for a period of 24 minutes. Please advise on the next steps, as no appeal has been made yet. Attached are photos of the letter received, the location on Google Maps, showing the entrance to Merryweather Place and where the camera is located. Would like to note that there are no pictures of the vehicle actually being parked on Merryweather Street, just the car entering and leaving at the times above.
