Thanks. It's clear now that this particular permit i.e. disabled resident's permit, is held by you in respect of a car leased under a Motobility contract for the purpose of providing transport for your mother.
As regards the conditions which apply to issuing and charging for permits, subject to any legal constraints this is the council's prerogative and IMO has nothing to do with the PCN.
Have you made formal reps against the NTO?

The car is a motability car my name is in the logbook, I have to apply for the disability residents permit in my name since last year before it was in my mums name but last year they rejected my renewal as they changed their policy and I had to make a new application in my name and pay a fee, not fee was charged over the last 15 years for this permit.

IMO, you are seeking to conflate two issues such that the one, having to pay a fee for renewing the permit and the lack of notice, in some way excuses parking without a permit and is a defence against the PCN.
IMO, they are separate issues.
The permit terms are clear: it's the holder's responsibility.
On which point, I refer to this comment in their letter:
In your correspondence, you have highlighted the following:
1. The expired permit was issued for my mother, a Blue Badge holder, whose ability to park near our residence has been seriously impacted.
So, who is the registered keeper of the vehicle in question? You say the NTO is addressed to you and your first post states 'my permit', so what has your mother got to do with this?
IMO, the registered keeper does not have the basis of a successful appeal.

Not only that but other people also have not been receiving reminder emails and I know a few people who had the same issue as me, one of them is a work colleague who received a PCN on 3/8/25 and expired on 21/6/25. So something is not right.

Therefore they were informal, not formal, reps.
These were ill considered IMO. That you went 5 months without renewing your permit is your fault, not the council's. Even if they normally send a reminder, IMO any argument that none was sent might hold for perhaps 2 weeks, but 5 months!
The 28-day period for formal reps ends on 7 Oct. So, what to say and, as importantly IMO, how should this be expressed?
We've not seen any council photos or a GSV to check signs and lines and there's precious little time to do so.
If you hold your hands up to the contravention then perhaps asking politely for them to exercise discretion is your best bet and hope than any NOR not only offers the discount(as implied in their previous rejection) but also includes substantive procedural improprieties.

OP, I'm still not certain where you are with this.
In your last post you included representations but omitted the date. When were these sent? Despite you using the term 'formal representations', I'm not certain what these were.
Also, just to be clear is the NTO addressed to you?

This is the representation I sent.
Dear Sir/Madam,
I am writing to formally challenge the Penalty Charge Notice (PCN -TT59487121) issued to my vehicle on 03/07/25 for allegedly parking without a valid resident permit.
Upon investigation, I discovered that my resident parking permit expired in February 2025. I did not receive any reminder or notification from the council regarding the expiry or the need to renew. As a result, I was unaware that my permit had lapsed.
I believe this situation is unfair for the following reasons:
- I have always maintained a valid permit and would have renewed it promptly had I been notified.
- The council’s failure to send a renewal reminder directly contributed to this oversight.
- I am now being asked to reapply and pay £10 for a new permit, despite this being a result of administrative failure on the council’s part.
I respectfully request the following:
- Cancellation of the PCN issued in this instance.
- Reinstatement or renewal of my resident permit without requiring a new application or fee.
- Compensation or goodwill gesture for the inconvenience and time - spent resolving this matter.
I look forward to your prompt response and a fair resolution.

I don't know where you parked for the 5 months, but if in a permit bay then you've had 5 months' free parking.
I'm unsure what your argument is - you haven't posted your informal challenge - but on the face of it you were in contravention.

No I haven’t replied yet to the NTO
Yes I did not get any tickets between February and July 2nd, and I’m not the only one in the borough, I know 2 other people who had the same issue as me

To be clear your permit expired on 15 February and you didn't get a PCN until July?
This doesn't seem likely but if so I don't think you have much to complain about.

Have you responded to the Notice to Owner dated 8th September yet ? You submitted a challenge against the PCN, and this was refused, but I see nothing about the Notice to Owner. If you ignore this it is game over.

Hi all,
I got a PCN on 03/07/25 and when I checked reason it said I had not valid permit, then I went to my online account and could not find any information about my permit all had gone, Luckily I had a email to confirm I was issued a permit, all permits are electronic.
And it expired on 15/2/25 but I did not get a reminder email like every year. So I complained to tower hamlets explaining what happened, they admitted system failure and looking to sort it out but did not cancel PCN or allow me to renew my permit but said to make a new application and pay a new application fee.
I also applied but got rejected.
