UPDATE: PCN cancelled by Redbridge council.....and rightly so!!
I enquired as to why it was cancelled. The response was, "The footage was reviewed by an officer and as the licenced driver made a stop for a drop off the notice was cancelled."
Make of it what you will.

So as mentioned above:
- received initial PCN via post dated 15/09/25;
- couldn't submit reps online due to technical issues at LBR's end;
- sent an email with reps which was acknowledged and advised that it was added to the queue and to be reviewed;

Have since:
- sent a follow up email to LBR on 22/10/25 asking why the 2nd PCN, but as yet no response;
- just checked LBR parking online; payment is £160 and can't make any reps.
Your thoughts?
- follow up on my email sent on 22/10/25 and politely ask them WTF is going on?
- hold fire and let them make an even more of a mess?

Had to submit initial reps below via email (receipt acknowledged by LBR) as the website wasn't working.

Received the attached PCN.
Tried to submit a challenge online but unable to do so due to technical issues with website…..(see attached screenshot).
The challenge would have been as follows:
- the alleged contravention of ‘34j - Being in a bus lane’ did not occur;
- the vehicle with VRM: MF17VHY is a TFL-registered private hire vehicle (see attached licence);
- at the time of the alleged contravention, the vehicle was dropping off passengers. Full CCTV footage rather than a shortened clip would corroborate this;

Acknowledge receipt of this email and in light of the above, cancel the PCN.

Have since received exactly the same postal PCN, albeit with the notice dated exactly a month later. Will follow up with a polite email enquiring as to why.

Just on the contravention this looks silly of them to enforce as you are a few feet away from the lane end and you could have stopped on the yellow lines with no issue.

Circumstances:
PHV (minicab) driver dropping off passengers. Simples.
Given the below, any thoughts before a similar succinct response is sent to Redbridge.

Note: PCN reissued and received in the hirer's name as the vehicle was on hire at the time of the alleged contravention. However, been reliably informed that according the regulations, the hire company should not be able to assign the PCN for a bus lane contravention. Not sure how this clashes/tallies with the boxed text on pg1 of the PCN.
