Ffs people!

The OP is clearly trying to tick the "I tried to help" box without actually doing anything. All he wants to hear is that there is nothing he can do, so he can relax in the knowledge that he's been a good friend and tried his best. If he actually wanted to help his friend, he would have either got his friend to post a meaningful first hand account, or if he had a somewhat confused understanding of the word "help", posted a meaningful second-hand account.

Is he the reg keeper of the car (not on lease or similar)?

A friend received this a few weeks ago. He was En-route to Homerton Hospital and was clocked doing 24mph on a 20mph zone.
What were the circumstances requiring such a disregard of the limit?

Nothing except wait to see what the police offer him. They will probably offer a course, provided he has not done one in the last three years (offence dates being used to calculate that period).
