Now I am confused: no PCN details, references to 2003 Act and TMA. This is the 1996 Act.

Say the video does not support the alleged contravention as no upright signage allegedly passed.

Be prepared for the long game and I am here to assist until the final set and then they MUST attend at the hearing or their evidence is inadmissible. Twice they have not for my cases.

I think you're on completely the wrong track here. 

Their CCTV clocks are kept synchronised with an atomic clock, and would not get approval without this.  Your appeal reads that your clock is 100% right and their's isn't which is highly unlikely. Your bike's clock is much more likely to be incorrect.

A better approach is to point out the very small difference in their and your clock times, and point out that almost all car and motorbike clocks do not have sophisticated timing checks. You could also say that if the council wish to rely on their CCTV clock times to enforce a restriction, then they should have the good grace to display a clock at each restriction, because in the absence of their clock the motorist has only his own clock to go on. You might also say that surely the council should apply some commonsense.

Subject: Representation Against PCN HZ94378859 – Contravention 34J Being in a bus lane.

Dear Sir/Madam,

I am writing to formally challenge the above Penalty Charge Notice (PCN), issued for alleged contravention 34J at Wandsworth Bridge Road on 09.09.2025.

According to the PCN, the contravention occurred at 18:59:21, which is 39 seconds before 19:00:00, the time at which the restriction ceases. I respectfully submit that the camera or system clock may have been out of sync with the official time. Therefore, the alleged contravention may not have occurred within the restricted period.

This route forms part of my daily commute. I am very familiar with the times of the bus lane restrictions and take care to comply with them. As part of my routine, I always check the time on my bike’s clock before entering the lane to ensure that it is outside the restricted period. On the date in question, my bike clock indicated that the restriction had ended.

The Traffic Management Act 2004 and related regulations require that enforcement equipment be properly calibrated and accurately maintained. A discrepancy of even a few seconds can have a material effect on whether a contravention actually occurred. In this case, the PCN itself demonstrates that the alleged incident was recorded only moments before the restriction ended.

I therefore request the following:

Evidence of the camera’s calibration and certification of its time-stamp accuracy on the date of the alleged contravention.

Confirmation of the council’s policy regarding any grace period immediately before or after restrictions change.

Given the closeness of the time to the end of the restriction, the possibility of a timing error, and the fact that I took reasonable care to comply with the restrictions, I respectfully ask that the PCN be reviewed and cancelled.

Thank you for your time and consideration. I look forward to your response.

The LLA&TFL 2003 PCN is dated Tuesday 16th September. 14 days beginning with the 16th Sep is today, Monday the 29th September.
So today is the last day of the discount window.

Get a representation delivered today then they will likely re-offer the discount if they reject.

Post up a draft of what you think you should say.

Plus your clock issue.

Plus a technical issue.

Be prepared: if you go all the way, they do not reoffer the discount after the Enforcement Notice. But, I have beaten them twice because they usually mess up and do not turn up which they must in this legislation.

Hi there, first time posting, amazed to know this even exists. Thank You!
Had a PCN for being on a bus lane at 18:59.21, 39 seconds before the 7 pm restriction time.
I am aware of the restrictions. It is my commute route. I am on it Monday to Friday since 2020, northbound in the morning and southbound in the evening. I always check the time on the bike clock. If the clock shows 19:00, I don't use the bus lane, just in case, I could have been distracted, but it's not me when riding.
Any grounds for appealing this, please? I mean, how do I know the camera clock is correct or something?
