I suggest he write in to say he made an error, and thought his BB would apply in the bay. Terrible sorry etc. Post up their response when you get it.

Hi Chaps.
Elderly father (late 80s) left his vehicle in an area he later realised is a loading bay with restrictions, as seen in the linked images. Of-course he had not realised it was a loading bay else he would have parked anywhere else with his disabled blue badge.
Any assistance with the appeal appreciated.

My thoughts:
- There are no road markings to indicate this is a loading bay. Is this not a requirement?
- The only signage is a single sign (small) that covers the entire loading area so easily missed
