Received a letter in the post this morning informing me they have kindly cancelled the PCN.

This is my draft
I am the driver of the vehicle and responsible for bringing the passenger to his various medical appointments, as he suffers with severe mental health and mobility issues. Due to the tube strike, we had no option but to drive part of the journey and use a TFL bus for the remainder. We drove around the block looking for a disabled parking space to no avail.
We then decided to park as close as possible to the required bus stop and displayed a blue badge on the dashboard.
As we are not from Westminster, we did not understand the inconsistent blue badge rules in London. We have previously parked in different boroughs with no issues.
There was no intent to evade a parking charge, in fact, none applied in the bay where I was parked.

Please use your discretion to cancel this PCN. This episode has been very stressful to the passenger, who suffers greatly from anxiety.

I'd give it a shot, you have no financial incentive to do otherwise. The PCN is dated Thursday the 11th September. Get an (informal) representation submitted and delivered to the Council on or before Wednesday the 24th and they will re-offer the discount if they reject. Says so on the back of the PCN.
Explain that you did not understand the inconsistent blue badge rules in London. Terribly sorry, I wont do it again now that I know, could happen to anyone, my passenger was disabled and it was his/her BB that I displayed. There was no intent to evade a parking charge, in fact none applied in the pay where I was parked. Please use your discretion to cancel this PCN. And so on, whatever you can think of. Yours an 'umble motorist.

So far as I can see on GSV the sign says "Resident permit holders only" together with a "B" identifier.
There are no times stated, at least not in the bay the OP identified. I take that to mean that only "B" permit holders can park there at any time. So the bay is 24 x 365. Unfortunately Westminster don't permit Blue Badge holders to park in their resident permit bays, during their hours of operation. And that is common in London and not peculiar to Westminster, Kensington and Chelsea etc. Some boroughs will allow BB holders and others don't. However, but not applicable to this case, there is no yellow line exemption for BB holders in Westminster, K&C, CoL etc as stated in the BB guide.

The BB holder is presumed to know because it's made clear in the booklet Blue Badge Rights and Responsibilities which is issued to all BB holders that what might be considered as the normal exemptions for vehicles displaying a BB do not apply in excepted areas:

If you carry this person, you should be aware that the Cities of London and Westminster as well as Kensington and Chelsea are exempted in their entirety in addition to parts of Camden.

I received a 12R PCN from Westminster council last night, with a blue badge on the dashboard. I looked up and down the road and surrounding streets for a dedicated disabled bay, to no avail.

I chose to park in the resident bay, as it was close to the bus stop we needed to use. The person with me has severe mobility issues. I was not aware you couldn't park there with a B.B. (not from Westminster) and thought any restrictions would expire after 18.30.
