If MIL got out before you'd explicitly said so that's point plus any evidence of disability as how far to house and where else to drop off as parked cars maybe blocking.

This is harsh as it's at 1pm or so but I presume term had started. The restriction is 8am-5pm as the CCTV shows later in the video but I've chopped the main bit.
Adjudicators take the view that the restriction applies the mid-way of the carriageway.
The video shows you moving forward and stopping for a while. Did the passenger get out with permission? Where were they going?

Very harsh as it was pouring with rain and I was dropping my mother in law to her sisters house on this street, she didn't ask for permission as I knew she was getting out.
I stopped again to make sure she got to the front door OK. I didn't know they use CCTV at this location for enforcement either as this isn't the first time I've stopped here.
Funny enough the 3rd was the day that term started for this school!

The second picture shows the car with door open half over the zig zags so I doubt you will have any luck with the contravention. Others may see things on the procedural side.

Hello, and thanks in advance for any advice.
I received a PCN from Waltham Forest Council after briefly stopping to drop off a disabled passenger.
I had just made a U-turn (it’s a dead-end road with a school at the end) and couldn’t find a suitable parking space, so the passenger decided to get out in the road. I was stopped for no more than 20 seconds next to another parked vehicle.
The sign at the location (and shown in the council’s footage) states: “No stopping Mon–Fri 8am–5pm on entrance markings.” However, the CCTV clearly shows my vehicle was not stopped on the zigzags or entrance markings. It only shows me momentarily stationary in the road.
Do I have any grounds to make representations, given that I wasn’t on the restricted area itself, was simply dropping off a disabled passenger, and only stopped very briefly?
